What Are Home and Community Based Services, and What Does It Cover in Arizona?

Home-and community-based services (HCBS) are also known as personal care services. The services include:

  • Home-delivered meals.
  • Housekeeping.
  • Yard work.
  • Help to get medical appointments.
  • Assistance with managing personal finances.


Like Medicaid programs around the country, AHCCCS offers a comprehensive range of HCBS benefits. However, they are not available to all individuals who qualify for Medicaid or need these kinds of support. In general, an individual must have both an eligible disability and income below 200 percent of the federal poverty level. 



For example, if you earn $2,500 per month ($30,000 per year), you can receive Medicaid coverage for some types of HCBS. However, that’s more than most Arizonans on Medicaid make – so most people on HCBS get them through funding from local governments, charitable organizations, and other sources beyond state coffers.
